In memoriam Phil Bingham – we say farewell to CPA member Phil Bingham, pictured here with Queen Elizabeth II, at the official opening of Shire Hall, Shinfield Park, in Reading 2 April 1982. Phil retired from Reading Borough, TVP & Hampshire Police.
Some may have known Phil as the brother in law of our former CPA President David Bicknell.
